Planning, Monitoring, and Evaluation
Introduction
A Planning, Monitoring and Evaluation framework is imperative for PCC not only for effective planning and delivery of programs, but also to help the member churches of the PCC and National Council of Churches deepen their sense of ownership of PCC.
Ownership, by implication, also means making a commitment to be responsible.
Thus, the member churches and National Council of Churches have the corresponding task of assisting the Secretariat to provide quality service by being active participants in holding the Secretariat accountable.
Moreover, the sustainability and credibility of the PCC depends largely on its ability to learn from the lessons of its work.
In this regard, the PCC is committed to implementing a Planning, Monitoring and Evaluation framework in conjunction with its Strategic Plan 2008-2012.
Objectives
- To ensure the 2007 General Assembly resolutions are continually addressed.
- To enhance the quality of PCC work in addressing the issues of its members.
- To ensure the effective delivery of PCC programs.
Activities (to achieve the Objectives)
- Conduct workshops on reviewing each programs work.
- Conduct training in effective monitoring and evaluation procedures of the programs.
- Fund programs related projects and activities.
- Coordinate the bi-annual and annual reporting process.
Programme Assessment
Performance
The Kafa Development Fund was established in 2008 to cater for projects implemented by PCC member churches. It started with a pool of $30,000 Fiji dollars, which has grown to over $71,000 in 2009/10.
In the 2009/10 program year, 11 project applications were approved. These projects included the purchase of musical instruments, sewing machines and brush cutters; building footpaths and seawalls; the construction of a museum; construction of minister’s residence and women’s centre; piggery and honey farming; and other agricultural projects.
Applications for projects are screened twice a year and a ceiling of $5,000 Fiji dollars per application is made available.
Relevance
The scriptural reference that “man cannot live on bread alone” is also true in the reverse that "man cannot live on ideas alone".
Through funding provided by the Kava Development Fund to church communities, ecumenical cooperation has been achieved.
Outcomes
The next step is to develop the Kava Development Fund as the catalyst to forging greater partnership and cooperation among the churches.
Development needs also need to be linked with mission and theology of the church. Hence, the Mission Conference held on Viwa Island (Fiji) in April 2010 addressed developmental issues member churches are facing today.
However, a lot of work still needs to be done on mission, theology and development for the coming program years.
The Kava Development Fund also needs to be financing the education and awareness of projects dealing with emerging issues like population resettlement, climate change, poverty, ecology and natural disasters now prevalent in the Pacific region.

- Coordinate the annual evaluation of the April 2010–March 2011 work and planning of the April 2011–March 2012 program work: December 2010
- Coordinate the compilation and presentation of the Annual Programs Report to the PCC Executive Committee: March 2010-March 2011
- Conduct 2 Program Staff training: August 2010-February 2011
- Coordinate the evaluation and compilation of 2 progress reports on PCC Programs to the Finance and General Business Committee: September 2010-February 2011
- Coordinate the Animators Program Reports to the General Secretary: September 2010-March 2011
